What's the distinction between "the empire’s new clothes" and "the emperor’s new clothes"?

Oh, this song was written for a songwriting competition where the stipulation was that the lyrics had to include 5 specific words, one of which was "empire". I dont exactly know what "empire's new clothes" means, but I thought the phrase had a cool ring to it.

Ha, not exactly. It was a small, low-key thing put together by an acquaintance, and the songs were shared via email.
